For some time, the Parish Council has been concerned that developers are able to connect to the existing drainage networks even if the system is nearing capacity.

We contacted United Utilies for comments in relation to the new developments off Halfpenny Lane and they have confirmed that there are 3 discharge points in the area - all of which connect to the existing network. 

Their reply continues

At present, we are unable to make a commitment as to whether any upgrade work is going to take place. However, we continually review the investment programme, taking into account a number of factors as we prioritise planning in the required infrastructure. Tackling those areas which suffer flooding repeatedly, will ultimately be the areas we focus on for investment, when all factors have been taken into consideration.  

It is therefore really important for all incidents of flooding to be reported to United Utilities by calling the 24 hour contact centre on 03456 723 723, so that reports are correctly noted on the corporate system.

In additon Lancashire County Council will only take enforcement action against heavy silting / blockages as a last resort and they are unable to provide a named officer to speak to the Parish Council or residents. 

Instead, they recommend that anyone wishing to give a descriptive report of a drainage problem should contact the Customer Access Team directly by telephone on: 0300 123 6780 during working hours.
