Meetings during Coronavirus
During the Coronavirus pandemic, the Parish Council was unable to host face to face meetings, however, in accordance with temporary Government legislation, meetings were held remotely via Zoom, with the Zoom link published on the Agenda.
The temporary legislation expired on the 7th May 2021 and the Parish Council has reverted back to Face-to-Face meetings which will be held in Goosnargh Village Hall as detailed below.
To ensure the safety of all attendees, Risk Assessments have been prepared - in conjunction with the Village Hall - and these will be followed at all times. In addition, ALL attendees must comply with Covid legislation current at the time of the meeting.
To ensure social distancing is maintained, requests to attend the meeting should be emailed to the Clerk by 5:00pm on the Monday before the Thursday meeting. To assist with this, you can request to receive an email copy of the Agenda direct to your inbox. Your email address will only be used for this purpose and you will be required to give your consent to remain on the mailing list at the start of every new municipal year in May.
In the unlikely event that the number of attendees will exceed social distancing requirements, (such as the consideration of a planning application) the Clerk will liaise with the Chairman prior to the meeting to ensure alternative arrangements are in place to allow residents to participate. This may mean that the item will be discussed at a later date - with residents being requested to attend remotely. A decision on the item under discussion, will be taken at the next face to face meeting or where circumstances allow, it will be delegated to the Clerk.

Council meetings are formal events with a clear purpose - to make decisions. To ensure meetings run smoothly the Council operates by following set procedures known as Standing Orders.
Meetings start at 7:15pm and there is usually a time limited period set aside for public participation where the public or community groups can participate and bring matters to the attention of the Council, seek advice and comment on local issues of interest. These procedures are detailed under Standing Order 3 (e-k).
If the Council is required to make a decision or support a scheme, the matter must be included as a specific Agenda item. The Agenda item will explain the matter and may include a summary of any action the Council is requested to consider taking.
Agenda items must be submitted to the Clerk at least 1 week before the date of the meeting, as this is when the Agenda will be produced and printed.
The Agenda and Councillor contact details are also displayed in the external Parish Notice Boards at the Alston Arms, Inglewhite Road; Cumeragh play area, Beacon Drive; the Stags Head, Whittingham Lane.
