Midchapel Road - Public right of Way User Survey

16th of March, 2026

When Midchapel Road / Chingle Hall Crescent was built off Goosnargh Lane, a Public Right of Way across the fields was diverted to allow safe construction of the new estate.

As part of the diversion, a 'new' route was created from points A - B - C as shown on the attached plan.

Lancashire County Council believe the route was in existence from 2013, however, it has not been recorded as a public footpath.

The path followed the tarmac drive for a few yards, turned right onto a well-trodden path with fences on either side and led into the pasture from where walkers could turn left to the footbridge or right towards the school (or straight on to join the line of the unmarked footpath that crossed from the school to the footbridge).

LCC are looking to record the route A-B-C as a public footpath but as part of that process, they require evidence that it was used by the public since 2013.

To assist with that process, LCC are trying to establish which direction walkers headed, when they reached Point C and they have requested that walkers complete a User Evidence Form to clearly indicate the route taken.

Completed forms - and any queries - should be sent to Jayne.Elliott@lancashire.gov.uk ideally before Easter.
