Former Whittingham Hospital Site

Development of the former Whittingham Hospital site is complex and has taken several years to come forward.

In summary, outline permission was granted for 650 new homes under 06/2013/0779 of which, 150 new homes were built by Taylor Wimpey - 06/2014/0535  

Further development stalled and Homes England - who own the site - went back to the drawing board. They held a community consultation event in 2018 and submitted an outline ‘masterplan’ application 06/2019/0365 which proposed

  • 750 new dwellings;
  • landscaping, public open space and other on-site infrastructure
  • redevelopment of the Whittingham and Goosnargh Sports & Social Club with outdoor facilities;
  • land reserved for a Primary School
  • 3 dwellings on the former waste water treatment works

Following the outline approval, further, more detailed applications are required.

The details for the Sports & Social Club were approved under application 06/2024/0313

The school details are to be determined by Lancashire County Council - LCC/2025/0019

06/2020/1118 detailed 248 new dwellings off Cumeragh Lane (Barratts).

06/2021/1003 detailed 21 new dwellings off Henrry Littler Way (Elan Homes)

06/2025/0008 detailed 477 new dwellings including landscaping, public open space, play areas etc (Barratts)

Application 06/2025/0008 will be built in various phases and will complete the number of new dwellings for the site (248 + 21 + 477 = 746 new dwellings)

Pages 37-38 explains about the creation of a new Orchard and Pages 40-42 explains how the pond area will be managed.

Whittingham Parish Council met with Barratts to discuss the open space management plans when the application was submitted. Our Consultation Response can be accessed on the City Council planning website

The Parish Council has pledged to work closely with Barratts to ensure the public open space is managed in accordance with the submitted document.

Currently, Barratts do not have permission to develop the site due to ongoing discussions with Lancashire Lead Flood Authority. Until their planning application is approved, the open space remains under the ownership of Homes England.
