Whittingham Hospital Development

The former Whittingham Hospital site is complex as development has come forward through several planning phases. The site was originally approved for 650 homes at a Public Inquiry and various development initiatives (such as a contribution to the Broughton By-pass, bus services, a school, employment land and a new sports and social club) were secured by a Legal Agreement called a S106. Taylor Wimpey commenced work on 150 of the approved homes but no other developers came forward.

Homes England, who own the site, went 'back to the drawing board' and reconfigured the development plans. A public consultation was held in July 2018 and a new outline application 06/2019/0365 was submitted in 2019. 

The outline application included 750 dwellings, the redevelopment of the Sports and Social Club and associated outdoor facilities; land for a primary school, 3 dwellings on the former waste water treatment works, landscaping, public open space and other on-site infrastructure. For clarity, the employment land will be used for housing bringing the total number of dwellings to 900 (150 on the Taylor Wimpey site + 750 in the new application)

Many of the original S106 Agreements have been honoured, however Homes England will also be required to pay a Community Infrastructure Levy on the new homes when they are built.

The Parish Council were consulted on the outline application and a full copy of our comments can be accessed opposite along with the phasing plan - see page 4. The application was approved in February 2020 and the outline consent is now the 'masterplan' for the site's development. 

Phase 1 of the site will be delivered by Barratts who received approval for 248 homes off Cumeragh Lane in February 2021 under application reference 06/2020/1118 

Elan Homes will develop 21 homes on the right hand entrance to the estate - 06/2021/1003.
