Goosnargh Lane Housing Development

Preston City Council Planning Committee recommended the application for approval - subject to a Section 106 Agreement. As well as other financial matters, this Agreement confirms the tenures and tenancy arrangements for the affordable homes.

If the document is not signed by the 17th October 2017, the Director of Development has delegated authority to refuse the application - so technically a decision is not formally made until the document is signed.

The Parish Council has submitted a formal complaint regarding the legality of the recommendation, the departure from policies in the Local Plan and the administration and procedures followed by the City Council and some Planning Committee Members before and during the meeting.

Further action will depend on the final application decision and the reply to the formal complaint. 

Options being considered include a Judicial Review, Referral of the decision to the Secretary of State and a complaint to the Local Government Ombudsman.
